Chernomyrdin Viktor Stepanovich (09/04/1938), was born in the village of Black Saraktash ridge area of the Orenburg region. He graduated from the Kuibyshev Kuibyshev Polytechnical Institute in 1966, the All-Union Correspondence Polytechnic Institute in 1972. Speciality – engineer-technologist, engineer-economist.
Work began in 1957 as a mechanic, then worked as a machinist Orsk oil refinery (Orenburg region). In 1957 – 1960 he served in the Soviet Army. In 1960 – 1962 he worked as a machinist, operator of the Orsk refinery.
In 1966 – 1967 years took up the post of chief technology installation Orsk refinery. In 1967 – 1969 years – Instructor Orsk city committee of the CPSU. From 1973 to 1978 – Deputy Chief Engineer, Director of the Orenburg gas processing plant.
In 1978 – 1982 years – Instructor Department of Heavy Industry of the Central Committee of the CPSU. From 1982 to 1983 – Deputy Minister of Gas Industry of the USSR, from 1983 to 1985 – Deputy Minister of Gas Industry of the USSR – Head of the All-Union Industrial Association of Gas in the Tyumen region (Tyumengazprom).
In 1985 – 1989 years – Minister of Gas Industry of the USSR. In 1989 – 1992 years – Chairman of the Board of the State Gas Concern Gazprom. On May 30, 1992 – Deputy Prime Minister for fuel and energy complex.On December 14, 1992 on March 23, 1998 – Chairman of the Government of Russia (in 1992 approved by the Congress of People's Deputies of Russia, August 10, 1996 – the State Duma of the RF, has resigned from his post as Chairman of the RF Government March 23, 1998 under Presidential Decree RF).
On August 23, 1998 to September 10, 1998 – Acting Chairman of the RF Government (Presidential Decree). Viktor Chernomyrdin withdrew his candidacy from the vote in the Duma as prime minister of Russia Sept. 10, 1998.
A special presidential representative for resolving the situation around the Federal Republic of Yugoslavia (April 14, 1999). July 8, 1998 Chernomyrdin was approved as a candidate in the Yamalo-Nenets single-mandate constituency number 225. Withdrew his candidacy on Sept. 22, 1998 in connection with the reluctance to work with the current composition of the Duma.
In June 1999, Chernomyrdin announced that he intends to run for the State Duma of the third convocation of the Yamalo-Nenets Autonomous District. 19 December 1999 was elected to the State Duma of the third convocation of the Yamalo-Nenets constituency number 225.
Member of the Duma Committee for Energy, Transport and Communication. A member of the Duma fraction "Unity". Deputy of the Supreme Soviet of the USSR in 1911 convocation, deputy of the Supreme Soviet of the RSFSR.
Since 1995 – Chairman of the All-Russian public political movement "Our Home – Russia" (NDR). Chairman of the Board of Directors of OAO Gazprom (elected June 30, 1999 at the annual general meeting of shareholders of OAO Gazprom), the newly elected Chairman of the Board of Directors at the extraordinary meeting of 26 August 1999.
